U.S. Congressman Tim Burchett introduced the Legislative Line Item Veto Act of 2025 on March 11, 2025. This proposed legislation aims to amend the Congressional Budget and Impoundment Control Act of 1974, granting the President authority to propose cancellations of specific discretionary budget amounts, direct spending items, or targeted tax benefits within 30 days following a bill's enactment.
The act permits the President to temporarily withhold discretionary funds or suspend direct spending and tax benefits for up to 30 days. This period can be extended by an additional 30 days with a supplemental message while Congress reviews these proposals. The legislation also includes safeguards against duplicate cancellations and mandates that the Congressional Budget Office estimate savings. Additionally, it requires the Comptroller General to monitor compliance.
Rep. Burchett expressed his support for this measure by stating, "We're just in too deep right now," adding that "President Trump needs every tool at his disposal so that we can begin to slowly dig ourselves out of this financial mess we're in."
